Festival Information

International Children’s Film Festival India (ICFFI) also popularly known as The Golden Elephant is a biennial festival that strives to bring the most delightful and imaginative national and international children’s cinema to young audiences in India. Outstanding features, shorts, live action and animation films are screened over seven days of festive celebrations, attended by more than one hundred thousand children and hundreds of film professionals from across the world.

ICFFI is organized by Children’s Film Society India (CFSI) – a autonomous body under the Ministry of Information & Broadcasting, Government of India committed to nurturing a dynamic children’s film culture in the country. Since its inception in 1955, CFSI has been producing, exhibiting and distributing exclusive, entertaining and enriching content for children. CFSI is currently chaired by Amole Gupte – renowned director and actor.

Every two years, the festival begins on 14th November, the birth date of Pandit Jawaharlal Nehru – India’s first Prime Minister – also fondly referred to as Chacha Nehru (Uncle Nehru), because of his love for children. Pandit Nehru established CFSI soon after India’s independence with the hope that indigenous and exclusive cinema for children would stimulate their creativity, compassion and critical thinking. It is this vision of Jawaharlal Nehru that guides ICFFI.

In a world that is cluttered with consumerist & often violent content for children, ICFFI is committed to promoting cinema that is humane and non-violent, and yet delightful and fun! Special care is taken to program films that cultivate an understanding of other cultures, lives and experiences and encourage children to reflect on the world around. Workshops and open forums at the festival aim towards stimulating critical appreciation and creative pursuit of cinematic arts amongst young people. The festival also supports the work of children’s filmmakers by rewarding them for their dedication and talent.

ICFFI is one of the largest and most colourful children’s film festivals in the world. A unique feature of the festival is its audience: more than a hundred thousand children travel from little villages and towns from across India to view high quality international children’s cinema that they would never be exposed to otherwise. Here they get an opportunity to interact with other kids, eminent guests and directors from different parts of the world. ICFFI is dedicated to these little delegates and to those imaginative film-makers who attempt to make films for the toughest audience of all – children!

The 18th edition of ICFFI will take place from 14th to 20th November 2013 screening approx 150 plus films from across the world. The festival will have three Competition Sections: Competition International, Competition Asian Panorama, Competition Little Directors where international and national films compete for the prestigious Golden Elephant Trophies, accompanied by cash awards. The festival will also screen specially curated Non-Competition Sections including Children’s World that will showcase the most acclaimed films from the last decade and country specific which will present the best of one country’s children’s films to young audiences in India.

INTRODUCTION
International Children’s Film Festival India: The Golden Elephant is a biennial festival that strives to bring the most imaginative and delightful international & national children’s cinema to young audiences in India. The festival presents features, shorts, live action and animation films over seven days of festive celebrations attended by more than one hundred thousand children and hundreds of film professionals and eminent guests from around the world.

ICFFI is organized by Children’s Film Society India (CFSI) – a Government of India organization committed to nurturing a dynamic children’s film culture in the country. Since its inception in 1955, CFSI has been
producing, exhibiting and distributing exclusive, entertaining and enriching content for children. With an
enviable catalogue of around 250 films in 15 different languages, CFSI remains the prime producer of
children’s cinema in South Asia.

RULES & REGULATIONS FOR SUBMISSION
The festival accepts entries in the Competition Sections in accordance with the criteria outlined below:

Right of Participation

  • Participation in the Festival implies adherence to the regulations below. It is the responsibility of producers, distributors, sales agents, other organizations submitting a film to ensure that they are legitimately entitled to enter a film in the Festival and are in a position to make the exhibition and publicity material available for screening in the festival upon selection.
  • In case of dispute of interpretation of the regulations of participation, the Festival Director shall have the right to adjudicate on all disputes including those relating to the matters not specifically covered by Rules & Regulations, as well as allowing exceptions. The decision of the Festival Director shall be final and binding on the participants concerned.
  • The festival directorate reserves the right to exclude films which are not in conformity with the aims of the festival or which could offend the national feelings of any participating country or contain visuals/ dialogues that are discriminatory, offensive or inappropriate for children’s viewership.

Submission
Film Submissions must be made by duly filling the Official Festival Entry Form. The submission should be
sent with preview screeners and other documentation material as specified.

  • Entry Form is available on http://cfsindia.org/film-festival/. It can be downloaded, printed, filled, signed & sent to the ICFFI Office.

Deadline for Submissions
Duly filled entry form & DVDs must reach the festival office before August 31st, 2013. This deadline must be strictly observed.

Film Entry Fee
The Festival charges an entry fee of 10 USD for each film entry outside India. An entry fee of Rs.500/- for Indian entry (Not Applicable for Little Directors

Language & subtitles
Films must be submitted in their original language. Films in language other than English, should be subtitled in English.

Please include the following materials with duly filled and signed entry form:

  • Two Preview DVDs (region 0/5) of the film, labeled with the film title, director’s name, year of production, length, format.
  • One DVD with the following information:
  • Filled Entry Form (Microsoft Word File)
  • Synopsis of the film (100 words for feature film & 50 words for Short films)
  • Director’s note or statement on the film (50 words)
  • Biography of the director (50 words)
  • Filmography of the director
  • Two or more high resolution stills from the film (600 dpi)
  • Latest photograph of the director (passport size, jpeg)
  • Electronic Press Kit (E.P.K.) including posters of the film
  • Payment of entry fee of 10 USD (International), Rs.500/- (within India) payable to Children’s Film Society India by electronic / wire transfer.

The above listed enclosures (including preview copies) will not be returned and will be added to
the festival archive.

Note: Do not send master tapes or film prints for preview screening, as the preview tapes/DVDs will not be returned. All material submitted to the Festival will be retained for archival purposes.

Dispatch of submission material
DVDs for selection must be clearly marked: “For 18th International Children’s Film Festival of India
SELECTION PURPOSE / CULTURAL PURPOSE only – Not for commercial use.” The courier invoice should
mention “No Commercial Value – Value for Customs Purposes US$ Two / INR ` 100 only. The cost of the courier charges for the preview material is to be borne by the applicant. Additionally, the sender should inform the Festival by fax or e-mail, the title of the film, the date and means of shipment, and the AWB number. Selection
A selection Committee appointed by CFSI will select all films. The decision of the committee will be final.

I. COMPETITION INTERNATIONAL
The section will screen children’s fiction that adheres to globally recognized standards of excellence in film-making.

Eligibility

  • The films eligible for the International Competition Section must be: Fiction-Live action (Feature length); Fiction-Live action (Short); Animation (Feature length); Animation (Short). Films with duration of 60 minutes or more will be considered Features and films with duration of less than 60 minutes will be considered Shorts.
  • The films must have been produced after August 2011
  • All Indian films must be censored by CBFC.

JURY INTERNATIONAL
The Chairperson of CFSI appoints the members and Chairperson of the International Jury. The
Jury is composed of five eminent personalities from India and abroad. A person who has participated in the
production/ promotion of any film selected for the section may not serve on the Jury. Chairperson, CFSI or her representative may attend jury deliberations but will take no part in the voting. Jury members are sworn to secrecy. Jury discussions ballots remain strictly confidential.

CHILDREN’s JURY INTERNATIONAL
The Chairperson of CFSI appoints the members of the International Children’s Jury from amongst the child delegates attending the Festival. The Children’s Jury is composed of five children aged 8 to 16, representing regional diversity. At least three members of the children’s jury must be girls.

  • A Silver Elephant trophy plus cash prize of Rs 100,000 for Best Film Runner up (Feature)

II. COMPETITION ASIAN PANORAMA
This section will present the best of children’s films from Asia and aims to encourage talented Asian filmmakers who are making high quality, sensitive and entertaining films exclusively for children.

Eligibility

  • The films eligible for the Asian Competition Section must be: Fiction-Live action (Feature length); Fiction-Live action (Short); Animation (Feature Length); Animation (Short). Films with duration of 60 minutes or more will be considered Features and films with duration of less than 60 minutes will be considered Shorts.
  • All films must have been produced in Asia.
  • The films must have been produced after August 2011.
  • All the films must be censored by CBFC.

JURY ASIAN PANORAMA
The Chairperson of CFSI appoints the members and Chairperson of the Indian Jury. The Jury is composed of five eminent personalities. At least one Jury member should be from outside India. A person who has participated in the production or promotion of any film selected for the section may not serve on the Jury. III. COMPETITION LITTLE DIRECTORS
The aim of this section is to encourage children & young people in India to experiment with the moving image, and stimulate pursuit of film-making both as an art as well as a creative expression of their point of view.

Eligibility

  • Films must be made by individual children/ groups of children aged 6 to 16, residents and citizens of India.
  • Films made by children under the guidance of adults are eligible but the contribution of adults should be confined to training or facilitating the process & should not be extended to areas like scripting, shooting, story-boarding or animating.
  • Films must be suitable for children – content should have no explicit violence, sexual reference or coarse language.
  • Only Fiction films (both Live Action and Animation) are eligible. Non-Fiction / Documentary films are not acceptable.
  • Films can be shot on any video format available: HD, DVD, Mini DV etc.
  • The exhibition format must be DVD with resolution of 1920X1080 (PAL)The films must have been produced in 2011/2012/ 2013
  • Only films that have been cleared of rights (including musical rights) will be accepted.
  • Films must be entered by nominated parent (for individual entries) or teacher/supervisor/trainer/ mentor (for group entries), on behalf of the Director/Crew.
  • It is the obligation of the nominated parent/ teacher/trainer/mentor entering the film for Competition (from now on referred to as ‘Legal Guardian’) to ensure that the director and/or director’s Legal Guardian own all copyright for or have written permission to use all underlying works included in the film including music, performance and script.

Note: Competition Little Directors is open to schools, children’s clubs, workshops, NGOs, etc. The same guidelines apply to group submissions whereby a teacher/ supervisor/mentor/ trainer acting as the Legal Guardian of the group, must sign the terms and conditions on behalf of the group. Legal Guardians should be aware that the participant indicated on the entry form as the Director of the film will be asked to act as the film’s representative during the festival and for publicity purposes.

Please indicate on the entry form in whose name the award will be distributed in the event that the film wins an award.

LITTLE DIRECTORS JURY
The Chairperson of CFSI appoints the members and Chairperson of the Little Directors Jury. The seven member Jury is composed of eminent personalities from the field of film-making and education. The Chairperson, CFSI or her representative may attend jury deliberations but will take no part in the voting. Jury members are sworn to secrecy. Jury discussions and ballots remain strictly confidential.

  • A Golden Elephant trophy for Best Film Little Directors
  • A Silver Elephant trophy for Best Film Runner up Little Directors
  • Special Mention Plaques may be awarded at the discretion of the Jury.

NON COMPETITION
Every year the festival prides itself for screening outstanding high quality entertaining cinema from different regions of the world in the non-competition Children’s World section.
In the Country Focus section, we are delighted to present a retrospective of some of the best children’s
features, shorts, live action and documentaries.
Since its inception CFSI is dedicated to making delightful and meaningful cinema for children. CFSI films have been directed by some of the brightest and most imaginative talents of the Indian film industry. Best of CFSI will showcase the most popular CFSI titles, some of which have been recently restored.

POST SELECTION RULES & REGULATIONS

Obligations on Selection

  • Films selected may not be withdrawn from the Festival programme after its publication.
  • During the Festival, the selected films in 18th ICFFI may not be screened outside the Festival venues in India before its official presentation.
  • The producers/ distributor/sales agent or other organization who submitted the film will have no objection to the use of
  • excerpts of the selected film for preparing promotional material to be shown on television for publicity purposes.

No Screening Fee
As a matter of policy ICFFI will not be able to provide screening fee for any film entered into the Festival.

Programming
The programming of the films selected is entirely at the discretion of the Festival Management whose decision is irrevocable. Each film may be screened up to a maximum of three times during the Festival.

Screening Format
Preferred screening format is 35mm print, however other formats may also be considered.

Language Version & Subtitles

  • All films must be screened in their original version, with English subtitles. The version released in the country of origin is regarded as the original version of the film.
  • The cost of subtitling is the responsibility of the producer.
  • English translation of the dialogue list must be provided to the festival organizers along with exhibition material.

Publicity Material
Producers and distributors are required to provide an appropriate supply of press brochures, photos and video excerpts. For promotion of the films on Television, the applicant should provide a maximum 3 minute EPK in DVD format. This will be returned along with the print of the film upon explicit demand by the applicant.

Dispatch & Return of Film Prints

  • Film Prints/ Provided Exhibition Format selected for participation should be sent by airfreight pre-paid. All transportation / shipping costs (including customs clearance) to Mumbai, plus fees for insurance while in transit, must be borne by the participants. Exceptions can be made at the behest of the Festival Director.
  • Wherever feasible, Film Prints/ Provided Exhibition Formats may be sent through diplomatic channels to missions in either Mumbai or New Delhi. Film Prints/ Provided Exhibition Formats received through diplomatic channels will be returned through the same channels.
  • Additionally, the sender should inform the Festival by fax or e-mail, the title of the film, the date and means of shipment, the amount paid for dispatch and the AWB number.
  • The same Film Prints/ Provided Exhibition Formats will be returned by the Festival or its shipping agent according to the print owner’s instructions. Festival pays the return freight for the Film Prints/ Provided Exhibition Formats.
  • DVDs sent for selection will only be returned upon explicit demand and at the applicant’s expense. Requests can be submitted until six months after the Festival.
  • The deadline for arrival of the Film Prints/ Provided Exhibition Formats in Mumbai of selected films is October 25th 2013. The date stipulated for the film’s arrival in Mumbai must be respected at all costs.

RESPONSIBILITY OF THE FESTIVAL
The Festival Directorate will cover the storage and insurance of the films after receipt while they are at its storage facilities in India. In the rare case of damage or loss of a Film Print/ Provided Exhibition Format sent for screening in the festival, the Festival is only responsible for the costs involved in repair of the damaged Film Print/ Provided Exhibition Format or making a new Film Print/ Provided Exhibition Format of the damaged reel according to the current laboratory rates for ordering a standard print in India.

TECHNICAL REQUIREMENTS
The Festival Directorate may deny participation to any film unable to meet the technical requirements for a public screening of good quality.

CHANGES AND ALTERATIONS
The Festival Management reserves the right to make changes in the profile of the Festival, if it becomes
necessary to do so due to circumstances beyond his/her control.

JURISDICTION
All disputes in respect of any matter relating to the ICFFI-18 shall be subjected to the exclusive jurisdiction of the competent courts and forums in Mumbai.

SPECIAL REQUEST FOR NON-COMMERCIAL SCREENINGS AFTER THE FESTIVAL
Children’s Film Society India is committed to show good children’s cinema to rural children from low-income backgrounds who would otherwise, never have the opportunity to access such content. Print as well as DVD screenings of Children’s films tour the country through festivals organized by State and District Governments reaching approximately four million children across India absolutely free of cost!

We request producers/right holders of films selected for the 18th ICFFI to allow their films to be screened in CFSI organised non-commercial mini festivals till December 2012. We will not be able to provide screening fees for these films, but hope that we have your goodwill and support in reaching your delightful film to children across India. Exhibition Format for these non-commercial screenings will be DVDs, as instructed and provided by producers/right holders.

Note: Granting permission for post-festival non-commercial screenings is not mandatory to participate in the 18th ICFFI, but would be highly appreciated.
